UK Expert returns as Security Advisor to President

Colonel Russell Combe, a British expert on crime and security, will return to Guyana sometime this week as Senior Security Sector Reform Advisor to President David Granger.

He will serve in this capacity again for a year, British High Commissioner to Guyana, Greg Quinn revealed today during his remarks at the opening a two-week Financial Investigation and Anti-Corruption training for investigators in the security forces.

The Security Sector Reform Programme (SSRP) is expected to provide for the building of the operational capacity of the Police Force, from the provision of a uniformed response to serious crimes, forensics, crime intelligence and traffic policing to the strengthening of policy-making across the security sector to make it more transparent, effective and better coordinated.

It would also ensure the mainstreaming of financial management in the security sector into public sector financial management reform, creating substantial parliamentary and other oversight of the security sector and building greater public participation and inclusiveness in security sector issues.
