Time to pay all non-essential workers to stay home for 14 days. Pay every single one of them 2/3 their salary or earnings to stay home and fine anyone who breaks the rule. Essential workers would then have total freedom and no contact. No public transport except 1 to a taxi for essential workers or 4 to a bus. it would be expensive but worth it to stop the transmission.
