On Monday, while delivering sentencing remarks, Justice Singh said that Heralall lacked genuine remorse for his actions.

He then sentenced Heralall to 20 years imprisonment with time spent on remand to be deducted from his sentence.

According to reports, on January 25, 2020, Heralall and Outer were imbibing at a New Amsterdam shop. The men had a misunderstanding after Heralall requested that Outar’s wife drink with them, but Outar objected.

Heralall armed himself with a piece of wood and dealt Outar a lash to his head and about his body. He then allegedly dragged Outar to the nearby canal where he threw him in and then returned to the bar and continued imbibing with the man’s wife and others.

Two days later, Outar’s body was found south of the Region Six Democratic Council’s Complex partially submerged in the waterway.
