Mr. Elliot, said the Fresh Start programme has already demonstrated some success in meeting the overwhelming needs of individuals leaving correctional facilities, during their transition from prison to the community.

Additionally, Second-in-Charge of the Prison’s Welfare and Corrections Department, Ms. Tessa McGarrell, said that the “Fresh Start” initiative was conceptualised at reducing recidivism and supporting the reintegration of prisoners into society.

The ex-prisoner was considered for the “Fresh Start Toolkit” based on several qualifying criteria while in prison, which included participation in training programmes, conduct reviews, family support, and a post-release plan.
