    A mentally challenged man was remanded to prison on Wednesday after being charged with the murder of Parmand Singh, 30, from Dundee Mahaicony, East Coast Demerara.

    Diveshwanand Latchman, 24, also of Dundee Mahaicony, appeared at the Mahaicony Magistrate’s Court before Magistrate Allan Wilson.

    The court heard that on March 22, Latchman committed the brutal act of murder by delivering a fatal chop to Singh’s neck.

    Latchman did not enter a plea for the indictable charge. His next court appearance is on April 30.

    His attorney, Bernard Da Silva, informed the court of Latchman’s mental health history, raising concerns about his fitness to stand trial.

    Da Silva noted that his client was receiving treatment at a private clinic. He formally requested a psychiatric evaluation, which Magistrate Wilson approved.

    Witnesses reported that Singh was at the Dundee canal bridge on March 22nd when Latchman approached him, asking for a cigarette. In a sudden and violent act, Latchman attacked Singh with a chopper, delivering a lethal blow to the back of his neck.

    Despite immediate transport to the Mahaicony Public Hospital, Singh succumbed to his injuries.

    A postmortem examination confirmed that he died from shock and hemorrhage resulting from the incised wound to his neck.
