Carter Center urges political parties to submit campaign finance reports to GECOM 

With the statutory deadline fast approaching, the Carter Center has issued a renewed call for all political parties that contested the September 1, 2025, General and Regional Elections to submit their campaign finance reports to the Guyana Elections Commission (GECOM), in accordance with the country’s election laws.

In a statement released on Friday, the international election observer group reminded that under the Representation of the People Act, political parties are legally required to submit a detailed account of their campaign income and expenditure within 35 days after the official declaration of election results.

Since the results were gazetted on 16 September 2025, that deadline is now imminent.

“The Carter Center encourages all political parties to comply with this important legal obligation,” the statement read. “Doing so is essential to fostering a political culture built on transparency, accountability, and public confidence.”

The Center also disclosed that its final election report—set for publication in the coming weeks—will include recommendations on campaign finance reform, with the goal of strengthening disclosure rules and improving the credibility of Guyana’s electoral system.

The Carter Center, which has maintained a long-standing partnership with Guyana’s democracy efforts, observed the 2025 polls with a 47-member team drawn from 21 countries. The mission monitored 234 polling stations across all ten administrative regions.

In its preliminary report issued two days after the elections, the organization commended the peaceful and efficient conduct of election day operations but noted that financial transparency remains a critical area for reform.

The latest appeal by the Carter Center underscores growing international attention on campaign finance accountability, a subject that continues to generate debate about fairness, influence, and integrity in Guyana’s political system.
