CH&PA orders closure of unauthorised supermarket at Bel Air

The Central Housing and Planning Authority (CH&PA) has issued a Contravention Notice ordering the immediate closure of an unauthorised supermarket operating at Lot 22, part of Area “L,” Bel Air Village, Plantation Bel Air, Georgetown.

In a statement, CH&PA said the notice was issued under Section 22 of the Town and Country Planning Act, Chapter 20:01. Following investigations which revealed that the commercial operation was established and operating without the required planning permission. According to CH&PA, the commencement of the non-residential activity was in direct breach of national planning regulations.

CH&PA stated that the operator, Kamoul Ramdial, is aware of the procedures for applying for planning permission through the Single Window portal for non-residential developments. Records show that an application was submitted on October 21, 2025; however, it failed document validation and was not approved.

The Authority has reiterated that all industrial, commercial, and other non-residential developments must receive formal planning approval prior to construction or operation. This requirement, CH&PA noted, is essential to ensure orderly development and to protect the wellbeing of surrounding communities.

CH&PA affirmed its commitment to enforcing the law while remaining willing to work with businesses and developers who follow due process and comply with the established planning framework.
