On the third day of the 2026 Budget Debate, the digital transformation of public services came under the spotlight.

Minister of Public Service, Government Efficiency and Implementation, Zulfikar Ally, said thousands of Guyanese have already registered for the new electronic identification (e-ID) system, an initiative that will streamline their access to improved public services and enhance public security.

“Over 6,000 persons already enrolled in 2025 (for the e-ID) and tens of thousands will have e-ID cards by the end of this year,” Ally said during the Budget Debate on Wednesday.

The e-ID, which includes separate cards for citizens and resident non-citizens, provides biometric verification and a single identifier to streamline interactions across all government agencies.

Beyond that, Ally said there are several new digital tools— from the e-Gate system at the Cheddi Jagan International Airport to the e-litigation system at the Courts— in place, making service delivery much more efficient locally.

The Government plans a major rollout of digital initiatives to bring a fully responsive, citizen-centred public service experience. Among the key projects is the GovConnect app, enabling online appointment scheduling, queue management, and real-time service feedback. The Citizen Connect app will allow residents to submit complaints and track responses, ensuring accountability, while AskGov, a 24/7 AI assistant, will guide users through government transactions.

For Ally, these digital tools will ensure that all the government programmes invested in will translate to faster services and “real benefits” for citizens.
